Provinces of Manitoba, Prince Island Edward, and British Columbia and held new draws to invite eligible candidates for a provincial nomination.
Manitoba immigration draw
On May 25, the Manitoba Provincial Nominee Program (MPNP) held the immigration draw. The province issued 232 invitations to temporary foreign workers and international graduates.
166 invitations with a minimum score of 415 went to the candidates in the Skilled Workers in Manitoba.
46 invitations with a cut-off score of 703 went to Skilled Workers Overseas.
20 invitations – to the International Education Stream
20 invitations received candidates who applied for a provincial nomination through the Express Entry system.
Manitoba has invited 3,018 candidates in 2021.
Express Entry immigration draw
An unusual Express Entry immigration draw was conducted on May 20. It has been featured by a low score requirement since the historic February 13 draw when the minimum score was 75.
1,842 invited candidates needed to have a cut-off score of 397 to be eligible for permanent residence via the Canadian Experience Class (CEC).
Immigration, Refugees, and Citizenship Canada (IRCC) use a tie-breaking rule for candidates with the same minimum score. This means that if one candidate created the Express Entry profile four months ago and the other just two days ago and both have a similar score, the first applicant stands higher chances to be selected in Express Entry. Consequently, the IRCC sent invitations only to applicants with a minimum score of 397 if they submitted their Express Entry profile before April 24, 2021, at 12:09:24 UTC.
The IRCC has invited 68,317 candidates from Express Entry in 2021, either through CEC or PNP streams. Most of them are those already residing in Canada.
Restrictions to international travel are still in effect. Despite this, the government is determined to bring to Canada high numbers of new permanent residents. The annual plan to welcome 401,000 newcomers in 2021, mainly from the economic class programs, is underway.
About Express Entry
Express Entry operates three immigration programs – the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class. Most Provincial Nominee Programs (PNPs) also search for candidates in the Express Entry pool and award provincial nominations to the eligible ones.
There're specific requirements you need to meet to register with Express Entry. All candidates in the system receive a Comprehensive Ranking System score based on their educational qualifications, work experience, age, language skills, etc.
The IRCC then holds immigration draws every two weeks to invite the highest-scoring candidates for permanent residence.
PEI PNP immigration draw
On May 20, 2021, The Prince Edward Island Provincial Nominee Program (PEI PNP) invited 155 immigration candidates from Express Entry and the Labour Impact stream.
Of the total invitees, 138 were issued to Express Entry and Labour Impact candidates; the remaining 17 were sent to business candidates with a minimum score of 80.
Those 17 candidates were invited through the Business Impact Category under the work permit stream designed for foreign business owners and managers who want to open a business in PEI. Foreign entrepreneurs must get a Canadian work permit and work for a PEI business for a certain amount of time under a Performance Agreement. Once the agreement is fulfilled, they must make at least a $150,000 investment in the business and commit to business management daily within PEI.
About PEI Labor Impact Category
Foreigners with a valid job offer in Prince Edward Island can try this option. Skilled Worker, Critical Worker, and International Graduate are three streams in this category. Candidates need to open an EOI profile.
Business Impact Category
The lowest passing score for the Business Impact Category held on May 20 needed to be 80. Eligible entrepreneurs received invitations under the Work Permit Stream to start a business in PEI.
How to apply for a PEI PNP?
First of all, candidates must create an Expression of Interest (EOI) profile. Once they get enough scores, the province sends them an invitation to apply for permanent residence.
The British Columbia Tech Pilot Immigration Draw
The British Columbia Provincial Nominee Program held the latest Tech Pilot immigration draw under Express Entry on May 18, 2021. The province invited 82 candidates with a minimum score of 80 from the Skilled Worker and International Graduate subcategories.
The British Columbia PNP has issued 4,438 invitations in 2021.
Applying for the BC Tech Pilot
The pilot was set up in 2017 and has been run a few times; the recent one is open until June 2021.
To apply for this program, first, you need to open a profile with the BC province and choose one immigration stream. Only applicants with a job offer from a Canadian employer of at least one year are considered. The employment offer must be from the list of 29 eligible occupations.
Once applicants submit their profiles, the immigration system evaluates them and assigns scores based on their information. The selected nominees receive an Invitation to Apply (ITA) for permanent residence.
